A message from Caesar

Scientists discovered in the ruins of Rome a strange inscription that they believe was used by Emperor Caesar to send an important message to his general Plinius Maximus. Until today nobody was able to decrypt it. However, a couple of days ago a group of archeology students discovered a piece of parchment that they believe is the key to the secret message.
